Long Orchard, Water Street

A planning application (12/04897/OUT) has been submitted jointly by the landowners and Martock Parish Council for a housing development comprising 35 dwellings and a youth centre/pavilion facility with associated parking on land at the rear of Long Orchard, Water Street, Martock, TA12 6JW.

This application has been subject to full public consultation and was discussed at the Parish Council’s meeting on 30 January 2012. However, as joint applicant, the Parish Council is not able to make a recommendation to SSDC on behalf of Martock, although individual residents can of course make their own representations.

At the Parish Council meeting on 30 January concerns were raised by a number of local residents about the potential for this development to increase the risk of flooding in Water Street and Stoke Road. The Parish Council’s response is that the application includes a Flood Risk Assessment (FRA) which has been prepared after extensive consultation with the Environment Agency. The basis on which this application and the subsequent development may be approved will include acceptance by the Planning Authority of the findings of the FRA and that the sustainable drainage and flood prevention measures as proposed, designed and installed ensure that any risk of flooding both on or off site is reduced to an acceptable level. In relation to off-site properties it is expected that this would be no higher than it is now.

Subsequently, a special meeting of Martock Parish Council was held on Thursday 7 March to consider a proposal by three members to withdraw from this planning application. The motion to withdraw was not approved (3 members for and 9 against, with one abstention).

A response to the application as since been received from the Environment Agency which raises no objections, subject to expected conditions.

This application has now been approved by the SSDC Area North Committee at its meeting on 24 April 2013.
